If the burned game is in NTSC format, and the ps2 is also NTSC, is this procedure required in order to play the game online?

Yes, in fact it will only work if the game region matches the ps2 region. The point is that the game is a backup so this is needed. But if the game and ps2 region are different you'll get banned.

When you get banned for trying to play a pal game online in an ntsc console, what is actually getting banned? If it bans you're console id and you have an older (fat) ps2, then you can just use the paradox console id changer and give yourself a new console id.

It bans your ID. You'd need to get a legit currently working ID to change it to and it'd be breaking every piracy law in the world. Seriously, though I don't care about piracy changing the ID is one MAJOR crime.

I don't even think they enforce any laws that have to do with changing you're PS2's ID. I've changed mine a few times and have connected online with a bunch of backups, and nothing bad has happened to me. Also, why would changing the console ID be a crime? It just doesn't seem like a big deal to me, if you pay for the console you should be able to do whatever you want to it.
The only benefits that changing the console ID will give you is to bypass getting banned, but people bypass bans everyday and Sony doesn't pin those people down and make them pay hefty fines. Also the PS2 is old school now, don't you think Sony would be paying attention to the PS3? The PS2 is outdated, and people are starting to care less about it, and pretty soon companies like Take2 won't even care about they're PS2 games being shared online, like how it is with the original GTA games for PSX. Take2 has personally seen some of my GTA PSX uploads and the only thing they cared about was the GTA:LCS upload on the same torrent tracker since that game was new at the time.
I'm just pretty much saying, you're making this whole thing seem like a bigger deal than it really is, and with time, nobody will give a crap about the PS2 or what the people change on it. If you get banned then you did something that you shouldn't have, and if you fear breaking the law, then buy a new PS2 motherboard and give yourself a new console ID the expensive way.

People bypass those bans without sony knowing but if they did know then there'd be hefty consequences. People care less about the ps2, but the consumers are different to the developers. Sony aimed for a 10yr lifecycle for the PS2, I don't think they'll stop caring about it til 2009 at the very least. As for Take2, game devs are different to console devs, as far as Take2 are concerned, you're uploading a game that is for an outdated console and you can't get it in shops anymore.
If you want to change your ID then go for it.. but at least you know of the consequences AND the benefits of it.

Lol nice try, but you NEED an original network access disc. This trick doesn't work with that disc.
