How I got my PCSX2 to run games that lag:
First off, yes I know there are prob 100 guides to the pcsx2, and I probably read half of them. This is for the rest of us who just want to play games right now. Just a few helpful hints to get you going that I found wile I was messing around with the emulator:

1- Config > Plugin/BIOS selector > Plugins > GS: Make sure your using the right one. If you don't know, just try them all and see if the game improves. This will fix a lot of problems right away.

2- Config > Video > Plugin Settings: This seemed to change with every game. Stick with going from Hardware to Software for performance and visuals, then use blend bff as it seems to fix a lot of problems in most the games I played with either shaking or bad visuals.

3- Config > Emulation Settings > GS: Problems with games running too fast or too slow? Come here to fix the problem. If it's too fast, make sure your running at 100%. Still too fast? Lower it. Not running fast enough? set it to 150%? NO! WRONG! That won't help, duh. On the right there is frame skipping. I go with a 2/2 or 2/4 depending on how the game runs. Odd numbers make most games flash.

Hopes this helps, as I'm just trying to share what I learned over the past 3 days playing with this cool little toy. Note: when ripping your games, give your DVDRom a rest, I burned out the one in my laptop doing 5 in a row :(
