Nope.
If it doesn't work on OPS2L then it won't work with USBA.
USBAdvance is abandonware where Open PS2 Loader is regularly updated.
Did you try any other modes when loading the game?

So let me get this straight, you only need to region patch games for display purposes?
As in, my softmodded pal ps2 will have no problem booting ntsc burns?
