try closing other running programs in task manager.

The lag (mostly during fight scenes) is supposed to be due to the motion capture process and to prevent button mashing your way through the game. This is a big issue for about 10% of the users (all figures completely made up unless otherwise stated)
Apparently the this is most prominent during the "playing as the ghost of the swordsman" level (don't ask me, I've never played it.)

Most people say that switching to a gamepad helps and that it's just the keyboard controls that suck.

it means your hardware passed, but your windows install might be filthy....
1. download a real disk defrag utility, you can get Auslogics Disk Defrag for free from ninite
2. run malwarebytes and scan and remove all
3. run ccleaner and remove all your crud
and if all of the above fails,
download combofix, boot into safe mode and run it with nothing else running (even kill explorer.exe if you can)
having some specs of your system would be better tho
for example click start, type in the search bar "dxdiag" ovisally not with the quotation marks
hit enter, then go save all information - it will spit out a text file of your specs
paste or upload them in here
yes windows might be the problem here. re-install directx and your v-card drivers
