You need a smart phone with a camera on it and a QR Code scanner installed.
On most app stores (except maybe Apple) there is at least 3 free scanner apps.

QR's are being used for military applications now..

A QR code is basically a line of code that when decoded by a scanner can make your device do a specific function.
The standard uses of them are to make your device:
Send a text message to a specific number (usually for contests).
Dial a specific phone number (usually for contests or advertising).
Send an SMS message (contests).
Or in this case go to a specific URL using your devices default web browser.
This one leads to www.ps3iso.com.

it's kind of like a barcode but it can hold much more info.
and can still work with only 60% of it remaining. so it would pe possible to write ps3iso on it in some place and it could still work.
