Malaysian Communications and Multimedia Commission (SKMM) submits request to country’s ISPs ordering them to block ten file-sharing sites for violating the Malaysian Copyright Act of 1987 in contradiction of the Malaysia Bill of Guarantees that stipulates “no censorship of the Internet.’
The Malaysian govt has begun a Internet filtering campaign, ordering the country’s ISPs to block ten file-sharing sites for allegedly violating that country’s Copyright Act of 1987.
In a letter dated May 30th and sent to ISPs, the Malaysian Communications and Multimedia Commission (SKMM) requested that block access to the following sites:

A few days ago a complaint was submitted to SKMM over the new filtering regime, and the author asked that the organization explain what was going on.
“For your information, under Section 263 (2), the Communications & Multimedia Act 1998, the licensee shall, upon written request by the Commission or any other authority, assist the Commission or other authorities to the extent reasonably necessary to prevent commission or attempted commission of an offense under any written law of Malaysia,” reads SKMM’s reply.
“Accordingly, the Commission has been requested by the Division of Enforcement, Ministry of Domestic Trade, & Consumer Cooperatives, as the authority under the Copyright Act 1987, to give notice to the licensed Internet service providers to block Web sites that have been found to violate provisions of Section 41, Copyright Act 1987,” it added.
It’s an odd new twist for Malaysian Internet users being that less than two months ago the Prime Minister vowewd that his govt “would never censor the Internet.”
The govt also has an Internet “Bill of Guarantees” (BoGs) in place that stipulates citizens are granted certain incentives, rights and privileges. Among them is BoG 7 which states that the govt is “To ensure no censorship of the Internet.”
It’s not clear which sites are still blocked as ISP compliance apparently varies. P1 WIMAX has reportedly blocked all the sites on the list while other ISPs have been throttling connection speeds. Megaupload and Fileserve seem to be the most common targets while the remaining seemingly remain untouched.
In response a Facebook page titled “1M Malaysians Don’t Want SKMM Block File Sharing Website [sic]” has been started to protest the new filtering regime.
In any event, Malaysian Internet users have merely begun using OpenDNS or Google DNS to connect to block sites, rendering SKMM’s efforts largely meaningless.
